Kaseda was born in Kitakyushu-city, Fukuoka and grew up in Kisarazu-city, Chiba. He has been enjoying a variety of sports such as Karate, swimming and baseball. He played baseball when he was Toin High School and Waseda University.
After graduation, he started his professional career at the Ministry of Economy, Trade, and Industry in 2009, and was in charge of development of regional economy and export control regulations. Between 2015 and 2017, he studied Master of Business and Marketing (Sports Management) in Griffith University, Australia. Received the Master degrees, he has been working for Japan Sports Agency, and now responsible for development of sports as business with improving stadiums and arenas, creating system for educating and utilising managers of sports organisations, and promoting open-innovation in sports fields.
